Patricia has provided strategic counsel, facilitated public working committees and workshops and designed presentations for policy-makers and the community on a variety of technical issues. Such issues include water and wastewater, airport planning and education, boating and environmental issues. She has completed facilitation training coursework at Interaction Associates and coursework in resolving public policy conflicts at CDR Associates. Patricia has assisted a variety of public agencies to develop and implement public outreach and involvement strategies, including the San Diego Unified School District, Port of San Diego, El Paso Water Utilities and City of San Diego Financial Services Department.
Prior to joining Katz & Associates, Patricia was the public affairs director of the San Diego County Water Authority, where she developed and implemented innovative public outreach programs and strategies for community education and involvement for major regional projects.
Other experience includes a decade of work in a number of City of San Diego departments, including Intergovernmental Relations, which she directed from 1987 to 1989.
Patricia is a frequent conference speaker and published writer. She is the chair of the public affairs council for the America Water Works Association and sits secretary/treasurer of the Board of Trustees for the California Section of the WateReuse Association. Patricia earned a Master of Science degree in public administration from San Diego State University, a Master of Science degree in library science from Texas Women’s University and a Bachelor of Arts degree in social science from Southern Methodist University.
