Allison currently manages stakeholder outreach planning in support of the U.S. Navy’s Tactical Training Theater Assessment and Planning Program. In this role, she develops stakeholder outreach strategies and public involvement plans for Navy and Marine Corps ranges to ensure the continued sustainability of operation and training activities.
Allison has extensive experience in supporting environmental analysis projects and is well-versed in requirements for public involvement in the National Environmental Policy Act, Washington State Environmental Policy Act and California Environmental Quality Act statutes. She designs and implements public and stakeholder outreach for numerous NEPA projects for the U.S. Navy across the United States and in Alaska, Hawaii and Guam.
Allison also is the project manager for the Navy’s Encroachment Assessment project in which stakeholder outreach is a significant component for minimizing encroachments to Navy sea ranges from liquefied natural gas terminals, oil and natural gas platforms, and offshore wind farms. In this project, the Navy is encouraged to proactively open lines of communication with decision-makers and stakeholders.
Allison joined Katz & Associates with rigorous training in environmental science, economics, law, public policy and project management, as well as nine years of management and customer relations experience in the private sector. Experience and training in several disciplines allow Allison to understand the complexities of environmental issues and “speak the language” of all involved stakeholders.
Allison has a Master of Environmental Science & Management degree from the Bren School at the University of California, Santa Barbara, and a Bachelor of Arts degree in social science, with an emphasis in environment, from San Diego State University. She is also a certified Public Participation Practitioner through the International Association of Public Participation and has completed group facilitation methods training through the Institute of Cultural Affairs.
